EIA is an iterative process. At the outset of the project many uncertainties will exist. These will have a baring on the project risks, both in terms of assessment, design and construction cost and on the project programme. The effective management of EIA projects focusses on narrowing down the focus as early as possible. This ensures that resources are adequately used and employed to address the issues that matter in the later stages of the process. - Preparation of the Environmental Statement
The desk based study is a relatively inexpensive piece of work that allows an early focus on relevant issues. It allows the preparation of a comprehensive programme to determine the environmental baseline and gives an early indication of the detailed studies and assessment that may be required.
The baseline study completes the initial development of understanding of the site and the potential environmental impacts. At this stage the understanding of the likely environmental impacts is well developed and mitigation option can be considered. The preparation of a scoping report to support a request for a scoping opinion can now be completed.
Once the scope of the environmental impact assessment and the environmental statement has been agreed with the local authority a good understanding of the remainder of the project can be reached.
